The Bureau of Land Management (BLM) wants to streamline permitting for oil and gas projects in Alaska’s National Petroleum Reserve-Alaska (NPR-A) by reducing the review time for qualifying sites to 60 days. This proposal replaces case-by-case reviews with a standardized process for common activities, citing extensive prior environmental studies. Rights-of-way and drilling permits meeting predetermined criteria could receive decisions within 60 days.
The NPR-A covers 23 million acres on Alaska’s North Slope, with 3.5 million acres currently under lease and more leases planned for development. A March auction drew bids on 187 tracts, generating over $163 million—the highest revenue in a single NPR-A lease sale—and saw successful bidders including ExxonMobil, ConocoPhillips, and a Repsol-Shell consortium. While leasing is faster, infrastructure approvals (roads, pipelines, pads) still require separate permits, taking longer.
BLM argues decades of prior permitting work provide sufficient environmental data to standardize reviews for similar projects. The proposal follows a petition from the Alaska Oil and Gas Association for a uniform approval process and 60-day timeline. BLM is preparing an environmental impact statement alongside the new rule.
It also rescinded a 2024 restriction on development in the reserve, reopening 82% of the NPR-A for leasing. The administration has further expanded leasing in Alaska, including this year’s first auction of drilling rights in the Arctic National Wildlife Refuge. The proposal enters a 60-day public comment period ending November 9, with immediate impact for companies from the March auction.
